PHC cannot own a co-operative — members do. The wall between the columns isn’t a limitation; it’s the design. The left side builds; the right side belongs to the people it serves; the centre holds the mission and nothing else.

01 · The offer
Project Human City is a federal not-for-profit. One annual membership with a four-year term replaces a dozen procurements, and a member city gets:
- The working platform stack — the full suite, adapted to the systems you already run
- An in-person technology assessment and an embedded project manager — or we train one of your existing staff
- Per-city engagement programming, run with your community
In return, member cities commit to three things: transparent management of communal assets, accessible community governance, and data used for public knowledge and equitable planning.

The arithmetic no vendor offers: your fee, minus our delivery cost, becomes a communal investment fund for your city — coordinated with your community, spent on your community. Fees scale to population and economic profile, and founding-network pricing is deliberately accessible. Opting out of services you don’t need moves more of your fee into the fund.
03 · The objections, answered
“We already have systems and projects underway.” Good — we adapt and integrate rather than replace, API-first, and ongoing initiatives are coordinated through the embedded project manager, not disrupted.
“How does this fit our procurement process?” As a not-for-profit membership, your city opts in or out of any tool at no added cost — procurement weighs each offering against near-zero marginal cost, and you stay fully open to third-party vendors.
“There are already standards — Open311, OCDS, GTFS.” We work with them. The structural difference: we’re a membership organization whose product is maintaining and adapting shared tools across a city network.
“Do we own the software?” Unlimited account privileges under a four-year license, with custom builds commissionable — shared to the network, or city-owned under a separate model. The network model is what keeps everyone’s costs down.

05 · The network that stays on
A member city can direct its budget into internet infrastructure built by PHC — and from then on, the upkeep is ours: free, permanently. A network your city builds once should not decay behind a maintenance bill. Access has been a founding position of this organization since 2015; this is the mechanism that keeps the promise at municipal scale.

A guaranteed maximum ten-times salary gap across all staff, full-time and part-time respectively, under unified pay codes for every role in the operation. The ceiling and the floor are published together.
100% TRANSPARENCY REPORTING
Fiscal transactions reported and mapped as close to real-time as capacity allows, on a public ledger — with the standing objective of moving every organizational transaction on-ledger as soon as possible.
